ENFORCEMENT OF THE STATE TREATY ON THE PROTECTION OF MINORS IN THE MEDIA (JMStV) - Announcement dated May 22, 2026

Pursuant to Sections 14 (1) sentence 1, 20 (1) and (4) of the State Treaty on the Protection of Minors in the Media (JMStV) of September 27, 2002 (Bln. GVBl. 2003, p. 69), last amended by Article 1 of the Sixth Media Amendment State Treaty of March 14 to 26, 2025 (Bln. GVBl. 2025, p. 354, 355) in conjunction with Section 109 (1) and (3) of the Media State Treaty (MStV) of April 14/28, 2020 (Bln. GVBl. 2020, p. 698), last amended by Article 1 of the Reform State Treaty of March 14 to 26, 2025 (Bln. GVBl. 2025, p. 361, 362) and in execution of the decision of the Commission for the Protection of Minors in the Media (KJM) of December 10, 2025, the following

General ruling

  1. Access providers based in the federal state of Baden-Württemberg, i.e. all companies that provide commercial access to a public data network and whose activities enable technical mediation and data transmission between a user's terminal device and the Internet, are required to block the domain "samidoun.net" for retrieval in accordance with Sections 14 (1) sentence 1, 20 (1), (4) JMStV in conjunction with § 109 (1) and (3) MStV.

  2. The blocking must be implemented by June 19, 2026. 

  3. The respective access providers fulfill their obligation under No. 1 in particular if they prevent access to the domain "samidoun.net" by means of a DNS block for all networks offered by them.

  4. The general ruling shall enter into force on the day after its announcement and shall expire on May 22, 2028.

Information on legal remedies

An action may be brought against this general order before the Administrative Court within one month of its notification. The action must be brought before the Administrative Court in whose district the party concerned has its registered office or place of residence: Freiburg Administrative Court (Habsburgerstraße 103, 79104 Freiburg), Karlsruhe Administrative Court (Nördliche Hildapromenade 1, 76133 Karlsruhe), Sigmaringen Administrative Court (Karlstraße 13, 72488 Sigmaringen) and Stuttgart Administrative Court (Augustenstraße 5, 70178 Stuttgart).
